Manchester United plan to house up to 2,000 supporters in the Stretford End and Sir Alex Ferguson Stand this month, should the UK government place Greater Manchester in Tier 2.
Clubs based in the Tier 1 category of COVID-19 restrictions can permit up to 4,000 supporters but Greater Manchester was placed in Tier 3.
However, United could welcome back 2,000 matchgoers for the visit of Leeds United on December 20, with the government due to review regions on December 16.
United have confirmed tickets will be priced at £30 for adults, £15 for under 20s and over 65s and £10 for children. Fans will be able to apply individually or in groups of two and wheelchair positions will also be available in the East Stand.
The majority of tickets will be allocated to season ticket holders and a random ballot will be held on a match-by-match basis. Applications for that provisional ballot process will be accepted from season ticket holders who held their ticket in the 2019-20 season, irrespective of whether or not they renewed for the current campaign. United will ask fans who apply to agree to a new code of conduct that includes social distancing.
The United chief operating officer Collette Roche said: "It is important to present these conditional plans for the return of our fans to allow preparations to be made. We are eager to welcome them back and thank them in advance for their patience and co-operation with our new operating policies that are in place to keep everyone safe.
"Responsible behaviour will help build trust and confidence, helping us move back to greater capacity numbers in the future once Manchester's restrictions are reduced.
"We know we are asking a lot from our fans in terms of the adjustments to their usual match day routines. In return, we are committed to making the experience as safe as possible for them and their families and have also kept ticket prices low.
"A word of caution: fans must consider their own health before applying for any provisional ballots and pay attention to the local restrictions which are in place wherever they live. They should also carefully read all the detailed information which we will be sending to those who are successful in future ballots.
"We also thank the ongoing support of Trafford Council, our local suppliers and staff who have worked hard to develop these plans."
