- Wen admitted he believed the weapons were intended for a surprise attack on South Korea and attempted to procure uniforms for North Korean soldiers.
- He acquired a federal firearms licensee business to facilitate the smuggling, sending multiple containers with false declarations and attempting to ship sensitive technology.
