A woman living in the nearby flats, who asked to remain anonymous, said she was shocked when she heard a man "screaming about his leg."
She said: "I was outside having a cigarette and heard a loud bang then a man started screaming about his leg and being in pain.
"I saw a black car do a U-turn and then speed off.
"It was shocking, more and more police kept arriving and a recovery vehicle turned up, so I assumed that was for the car.
"The police cordoned off the whole entrance to the flats within 15 minutes of it happening and were there for hours."
Police later confirmed they suspected that the man, in his 30s, was deliberately hit by a vehicle.
He was taken to MRI by paramedics after he suffered serious leg injuries.
No arrests have been made yet and enquiries are ongoing.
