A father of five has been identified as one of the victims of a drive-by shooting at Ravenhall in Melbourne's west overnight.

The 33-year-old Deer Park man was shot in the upper body in the car park of a pool hall in Westwood Drive around midnight.

His family and associates drove him to hospital where he later died.

Another man, a 24-year-old from Williams Landing, was taken to hospital after being shot in the lower body.

Police said four shots were fired from a vehicle containing two unknown occupants.

The victims did not know each other.

Police said the victims were in the car park because the pool hall had reached its COVID-19 safe capacity.

Police unsure if attack was random or targeted

Police said it was too early to say whether the shooting was a targeted or random attack.

Homicide Squad Detective Sergeant Simon Quinnell said the men had limited criminal backgrounds and it was unexpected for a victim to be a married man with five children.

"We've looked into the deceased's criminal background, very little is there and certainly nothing to suggest that anything he had been involved in would lead to this," he said.

"He was a family man and certainly some you wouldn't expect this to occur to.

"I have spoken to the family who are obviously upset and finding it difficult to explain why a night out ended in such tragedy."

Detectives have also spoken to several witnesses as well as the man who survived the shooting.

Police are looking at CCTV footage in an effort to identify those responsible.

Forensic officers have been examining the dead man's car as part of the investigation.

The pool hall is located in an industrial area, next to a panel beater and is a few doors down from a church.

No arrests have been made and police have asked anyone with information to call Crime Stoppers on 1800 333 000.
