The fly-tipper was snapped emptying out piles of rubbish from the back of the silver VW van on Sunday afternoon.
The picture was shared on social media along with calls for him to be fined – police have recently seen an uptick in fly tipping incidents as recycling centres were closed during lockdown.
But they have recently re-opened, including the Seafield recycling centre right next to the car park where the man was pictured.
The council have brought in an appointment system where people wanting to use recycling centres need to book ahead.
It is possible this man didn't get the memo and turned up with a full van load of waste but no appointment.
Whatever the reason, this man decided he’d rather unload his waste in the carpark next door to the tip.
The picture was tweeted by the Leith Docks account with the caption “this man is right now emptying the contents of his van in the Matalan carpark on Seafield road. It’s disgusting and he should be fined.”
