A Victorian man accused of causing "horrendous" injuries to his partner's 22-month-old daughter has been denied bail due to the risk he could pose to his partner and the community.

The Traralgon man is facing 25 charges including assault and intentionally causing serious injury.

His sister had offered $100,000 to secure his freedom and the 37-year-old's mother vowed to turn him in to authorities if he breached his bail conditions, despite allegations she helped him to breach previous court orders.

Police argued the man should not be released on bail, telling a Latrobe Valley magistrate the man was continuing to "manipulate and intimidate" his partner.

Magistrate Alanna Duffy refused to grant the man bail on Wednesday, finding his release would pose an unacceptable level of risk to his partner and the community.

She found there was a "high risk" of the man committing further offences, particularly family violence offences.

"I find that there is an unacceptable risk of the applicant committing further offences, endangering the safety and welfare of the public and interfering with witnesses," she said.

"I am not satisfied that there are any bail conditions that can be imposed that would ameliorate those risks to an acceptable level."

It's alleged the man first attacked his partner in October this year, punching her in the stomach after she revealed she was pregnant.

Two days later she miscarried, but it's unknown if the assault contributed.

Later that month he allegedly assaulted the 22-month-old girl causing a swollen temple and black eye while in the shower with her.

He allegedly told the girl's mother she had slipped in the shower.

On November 12 it's alleged the man seriously assaulted the girl again, causing her "horrendous" injuries including a brain bleed, haemorrhages behind both eyes, swelling to multiple areas of her face, a laceration to the back of her head and skull fracture.

Ms Duffy said the charge of intentionally causing serious injury would attract "a lengthy custodial sentence".

The man was on a community corrections order at the time of the alleged incidents, having been released from prison in February.

He remains in custody and will face court again on April 8, 2022.
