Madhya Pradesh HC scraps probe panel, directs constitution of judicial committee

BHOPAL: Madhya Pradesh high court on Monday scrapped the probe committee constituted by the state government to probe the marksheet scam at MP Medical Sciences University and directed to set up a judicial committee headed by a retired high court judge to probe irregularities.

A division bench of high court comprising Chief Justice Mohd Rafiq and Justice Vishal Dhagat ordered dissolution of the committee formed by the state government for the purpose and asked for the constitution of a new committee headed by a judge of the high court.

The committee will also comprise a police officer of the rank of DIG and computer & cyber experts. The committee will complete its probe in a month and submit its report into the scam.

Hearing three separate petitions relating to marksheet scam and other financial irregularities in the university, removal of three university officials following the marksheet scam and suspension of contract to M/s Mind & Logic Company Ltd to hold exams in the university, the court ordered for a judicial probe into the whole episode involving change in marksheets of the students and charges of financial irregularities in the university. Besides, the state government had also filed a petition against the former acting registrar of the university.

The former acting registrar Dr J K Gupta had probed into charges of manipulation in the marksheet of the students and he prima facie concluded that the company contracted by the university for holding the exam and preparing marksheet of students had manipulated it. Contract with the company had been suspended following the probe.

Later, Dr Gupta was also removed from the post and vicechancellor of the university, Dr T N Dubey had also resigned.

During hearing of the petitions on Monday, the court was informed on behalf of the chief secretary that an eight-member committee headed by the additional collector has been constituted to inquire charges of manipulation of marksheets and other financial irregularities. Senior counsel Naman Nagrath appeared in the case for the petitioners.
