The M62 is due to get a £75m service station as plans look set to get the go ahead.
The new development is set to be built to the north of Junction 11 at Birchwood and is described by developers EA as a "new concept" service station.
Developers said the service station will "combine world-class design with a range of ancillary food & beverage, retail and hotel facilities".
But if the council approves the plans, an objection by HS2 Ltd will need to be withdrawn. As long as that happens, and the Secretary of State doesn't intervene, the plans could become a reality - reports Cheshire Live.

The area of land designated for the future HS2 railway line includes land within the site.
The plans will come before the council’s development management committee at the Parr Hall on Wednesday, June 9.
The committee is recommended to approve the application subject to conditions and a section 106 planning obligation.
A holding objection remains in place from HS2 Ltd, however, it has confirmed the intention to formally lift the holding objection subject to the inclusion of three planning conditions requested being attached to planning consent if the council is minded to approve the proposed development.
The site is in the green belt but the application is submitted on the basis of a case for very special circumstances.
A total of 16 objections have been submitted, along with one letter with general comments and one letter of support.
Objections have been made on grounds including noise, a lack of very special circumstances, the unnecessary loss of the local green belt and there being other sites that would not impact the green belt.
The masterplan includes parking provision for 536 light vehicles, 105 HGV spaces, one abnormal load HGV space, 16 coach spaces, 15 car plus caravan or motorhome trailer spaces and 15 motorcycle spaces.
The applicant’s submission says there will be a £75 million capital investment between 2021-22, 97 full-time equivalent construction jobs and 228 full-time equivalent jobs created on site after construction.
