Drivers are facing nine miles of tailbacks and delays of more than an hour following a three-car crash on the M25.
Surrey Police were called to near Junction 8 of the clockwise carriageway at 5.30am after a collision between a Volkswagen van, a lorry and a silver BMW.
A Surrey Police spokeswoman said minor injuries were sustained and "one woman was treated for shock".
"There is still heavy congestion at the scene," she added.
Highways England warned there were delays of an hour following the incident. A crash between junctions 9 and 10 also contributed to the congestion.
It advised motorists to take care when approaching the area and said a lane is closed to traffic.
There is also a lane closed clockwise at junction 5 following a broken down car.
