Luxembourg plans to legalise cannabis as existing drug policy 'did not work'

Luxembourg intends to legalise cannabis in a shake up of its drug policy, the country's health minister has said.

Etienne Schneider has said draft proposals are in the works and will aim to be law within two years, Politico reported.

“This drug policy we had over the last 50 years did not work,” Mr Schneider told Politico.

“Forbidding everything made it just more interesting to young people.”

The new laws would see the cannabis market legalised from production through to its use, making it the first European country to relax laws on the drug to such an extent.

However, it is likely there will be restrictions on home growing and potentially an age restriction for use.

Mr Schneider also told Politico it is likely there will be restrictions on purchases by non-citizens, to stop drug tourism.
