Facilities such as theaters, movie theaters and gyms can be directed to limit or halt their services even if their premises do not exceed 1,000 square meters, according to a notice from the Health, Labor and Welfare Ministry.
Due to the announcement of a state of emergency, prefectural governors can ask or order businesses to either restrict or temporarily suspend services at facilities within their jurisdiction, in keeping with the revised law on special measures against new strains of influenza.
The rule applies, in principle, to establishments that exceed 1,000 square meters, but under an enforcement ordinance of the law, smaller establishments are also included, as are hostess bars and high-end nightclubs.
The implementation of these limits or suspensions is left to local governors' discretion.
