Both Anfield and Wembley are unavailable, report The Times, forcing the Merseysiders to look elsewhere.
Jurgen Klopp's side could now step out at Murrayfield on July 28 against an unconfirmed side- although Serie A giants Napoli were a rumoured opponent for the original clash in London.
The Reds also have a pre-season tour of America planned, where they will take on Borussia Dortmund, Sporting Lisbon and Sevilla.
But first its a Madrid showdown with Spurs on Saturday for the biggest prize in the European game.
Scotland skipper Andy Robertson is expected to start and he insists his side cannot fall into the trap of believing they deserve to lift the trophy given their incredible Premier League season.
Liverpool racked up 97 points but still lost out to Manchester City.
And Robertson said: "I’ve heard a few people say that, but for me we don’t deserve anything yet -the Premier League shows that.
"A lot of people would say 97 points deserves the Premier League, but it didn’t because Manchester City got 98.
“They were that little bit better than us in the end. We deserve nothing, only what we put into the game and what we get out.
“If we have 100 percent effort, and have a good game, play to our best, then we’ll deserve it.
“But we aren’t going into the game thinking we deserve it, because we’ve had a good season and got 97 points. Never. That’d be stupid of us.”
