FIFA have confirmed that steps have been taken to reform the transfer system in football and it will impact both Liverpool and Everton.
The decision has been taken to introduce a new system for training rewards and a potential limit on loan players.
The proposal delivered at a meeting in Zurich held with the FIFA Football Stakeholders Committee, which includes representatives from clubs, leagues, players and members associations.
The new system would be introduced to 'encourage and reward the training efforts of clubs' and it will be financed by an additional one percent levy on transfers.
A consultation process is now underway, with stakeholders to agree on the changes which could be implemented in 2022.
One issue which was also endorsed relates to loan deals.
From July 2020 there will be limits on international loans of players aged 22 and below.
Eight loans are allowed for next season but that figure will come down to six by the time the 2022/23 campaign rolls around. Clubs will have a maximum of three leagues in and three out between each other.
By 2024, clubs will be permitted to send just six players 22 and over on loan within their own country, and a further six internationally.
