Both vehicles lost control in black ice, police say.

Crash driver dies after another driver loses control

A 56-year-old Legana man has died after a crash on Frankford Road at Harford in the state's north.

Police said he lost control and rolled his van near the Bakers Beach turnoff about 7:00am and managed to get out of the vehicle.

"A short time later, a silver Mazda utility being driven by a 19-year-old man from Youngtown lost control on the same corner and rolled several times before crashing into the first vehicle," Tasmania Police said in a statement.

"Police believe the driver of the van was impacted by the second crash, and he died at the scene shortly after.

"The 19-year-old man was not physically injured but was transported to hospital as a precaution."

The deceased man's name has not been released.

It has been another morning of frost settling over Tasmania, with police issuing warnings of black ice on some roads and urging caution.

Several locations across the state's inland recorded sub-zero temperatures overnight, including Butlers Gorge which reached -7 degrees Celsius.

Debbie Tabor from the Bureau of Meteorology said the cold conditions are being caused by a stationary high pressure system.

"It's not going anywhere in a hurry. It's sitting out to the east and it will slowly start moving eastwards over the next few days," she said.

NBL owner gets DEC sale exclusive negotiation period

The Glenorchy City Council has unanimously decided to enter into exclusive negotiations with the owner of the National Basketball League (NBL) over the sale of the Derwent Entertainment Centre and land at Wilkinson's Point.

Larry Kestelman, a multi-millionaire, last week revealed he hoped to buy the sporting precinct and surrounding land to establish a Tasmanian NBL team.

Glenorchy Mayor Kristie Johnston said Mr Kestelman's $200 million proposal featured an entertainment and sporting precinct, retail and accommodation, and did not stray far from the council's masterplan.

She said Mr Kestelman had made his strong desire to establish a Tasmanian NBL team clear and it was an exciting opportunity for the state.

The council will enter a 120-day negotiation period with the State Government and Mr Kestelman to determine the terms of negotiation before the proposal is put out for public consultation.

Threat to bring in contract cleaners

The Tasmanian Government is threatening to bring in contract labour to clean state schools and childcare centres as its pay dispute with public sector workers drags on.

School cleaners and groundskeepers escalated work bans two weeks ago and were refusing to vacuum, remove rubbish or clean sinks and floors.

Treasurer Peter Gutwein has called on the union to lift the bans ahead of meetings on Thursday, and says the Government will consider using temporary cleaning staff to ensure the safety of students.

But United Voice state secretary Jannette Armstrong said any move to bring in contract labour would see the parties in the industrial commission.

Golf club to fight road change

Members of the Tasmania Golf Club have voted unanimously to reject a proposal to widen the Tasman Highway through the golf course.

Nearly 100 members attended a meeting last night to discuss the proposal by the Department of State Growth to build a roundabout on the course, known as Option Two.

Club President John Milbourne said the plans affected 10 per cent of the course land but the impact would be even greater.

"The whole viability of the golf club going forward could be affected if Option Two is adopted. It is highly likely the golf club would be forced to close," he said.

There is a strong wind warning for southwestern and western coastal waters from South East Cape to Sandy Cape.

It should be fine across the state apart from local fog, mainly during the morning.

There are also areas of morning frost and winds will be light, tending northerly.

Burnie and Devonport will be partly cloudy with a top of 13 degrees Celsius.

Launceston will also have a top of 13C and Hobart will be partly cloudy, with a top of 12C.

As of 12.15 the Pinnacle Road to the summit of Hobart's kunanyi/Mount Wellington was open
