Victorian Premier Daniel Andrews says the state will spend $169 million to provide free kinder for four-year-olds and some three-year-olds to help women get back into the workforce after being hit hard by the coronavirus pandemic.
And South Australia will decide on when to open the border with Victoria this Friday, the state's Police Commissioner says.
