More Russian Billionaires Speak Out Against War

Facing a flurry of targeted sanctions from the U.S. and Europe, Russia’s wealthiest oligarchs who amassed their fortunes by remaining loyal to the Russian President are beginning to speak out against his invasion of Ukraine.

While no one has directly criticized Putin, the public calls for peace and opposition of military actions have emerged as unprecedented hints of dissent against the autocratic leader.

It’s impossible to determine whether these billionaires are sincere in their pleas to end the fighting, or if they’re a response to impending sanctions or simply a collapsing Russian economy that is in freefall.

U.S. Secretary Of State Blinken Condemns Russian Shelling In Call With Ukraine

U.S. Secretary of State Antony Blinken spoke on the phone Monday with his Ukrainian counterpart, Minister of Foreign Affairs Dmytro Kuleba, hours after the city of Kharkiv faced a barrage of intense attacks from Russia.

During the call, Blinken “condemn[ed] reports of Russia’s attacks on Ukrainian cities and mounting civilian deaths,” State Department spokesperson Ned Price said in a readout. Russia has insisted it is only targeting Ukraine’s military infrastructure, but attacks on residential areas have grown more frequent in recent days. Earlier in the day, shelling in Kharkiv—a northeastern city of over 1.4 million people—killed several residents, and aerial attacks on Mariupol nearly deprived the southeastern coastal city of electricity, Forbes Ukraine reported, citing the city’s mayor.

In a tweet, Kuleba said he told Blinken his country needs more “sanctions and weapons,” and Blinken “assured me of both.” The Biden Administration has pledged to keep providing military aid to Ukraine, authorizing $350 million in additional aid last week, though President Joe Biden has definitively ruled out sending any American forces into Ukraine.

42 Senators Urge Biden To Grant Temporary Immigration Protection To Ukrainians In U.S.

A bipartisan group of U.S. senators urged President Joe Biden on Monday to ensure Ukrainian nationals currently living in the United States will not be forced to return home while Russia is invading their country. In a letter, 42 senators—led by Sen. Richard Durbin (D-Ill.)—said Ukrainians without criminal records should be granted Temporary Protective Status, a designation that allows people from countries affected by ongoing conflicts or natural disasters to remain in the United States without fear of deportation.

Temporary Protective Status would not grant Ukrainians permanent residency, but it would allow them to live and work in the United States temporarily, regardless of immigration status. A dozen other countries are designated for Temporary Protected Status, including Syria and Haiti.

Two former directors of the U.S. Citizenship and Immigration Service, Emilio Gonzalez and León Rodríguez, also called on Biden to grant Temporary Protected Status to Ukrainians in a letter Sunday, according to NBC News.

Durbin’s letter says nearly 30,000 Ukrainian nationals received U.S. nonimmigrant visas in 2020, the most recent year for which data is available.

40-Mile Russian Convoy Lined Up Outside Kyiv

A convoy of Russian military vehicles looming outside Kyiv is about 40 miles long, U.S. satellite company Maxar Technologies told Forbes Monday evening, more than double the 17-mile length reported earlier Monday.

The report comes as American and Ukrainian officials fear Russia is seeking to encircle Kyiv. The main Russian line of advance was about 25 kilometers outside Ukraine’s capital city as of Monday morning, a senior U.S. defense official told reporters. Russia had only moved about five kilometers in the preceding 24 hours, a slower-than-expected pace the U.S. defense official blamed on logistical problems and stiff resistance from Ukrainian forces.

Russia Uses Bomb Prohibited By Geneva Convention On Ukraine, Ambassador Says

Ukraine’s ambassador to the U.S., Oksana Markarova, said Monday that Russia used a vacuum bomb against Ukraine earlier in the day, according to Reuters. A CNN news team reported sightings of launchers for these weapons Friday.

International Criminal Court Plans To Open War Crimes Investigation In Ukraine

The International Criminal Court plans to investigate alleged war crimes and crimes against humanity committed in Ukraine, chief prosecutor Karim A.A. Khan said in a statement Monday, a probe that will begin “as rapidly as possible.”

Khan cited a preliminary report that found a “reasonable basis” to believe war crimes took place during the conflict between the Ukrainian government and Russia-backed separatists in eastern Ukraine starting in 2014. But the ICC will also investigate “any new alleged crimes” perpetrated during Russia’s current invasion of Ukraine, he said. Khan didn’t name any particular allegations from the past week, but human rights groups and news outlets say Russia has shelled populated areas and used “cluster munitions,” a type of bomb banned by many countries.

Before Khan’s office can open an investigation, he will need to either get approval from the ICC’s pre-trial judges or receive a referral from one of the ICC’s 123 member countries—a list that doesn’t include Russia, Ukraine or the United States.

Even if Khan’s investigation finds evidence of war crimes and an ICC judge issues an arrest warrant, it’s unclear whether that action would have any immediate impact. The ICC—a Netherlands-based organization—relies on individual countries to make arrests and transfer arrestees to its custody, and it has struggled to arrest some suspects in the past.

Almost 75% Of Russian Invasion Force Now In Ukraine, U.S. Says

The Russian military has sent just under 75% of the forces it assembled near Ukraine into the country, a senior U.S. defense official told reporters Monday, up from the more than 50% of Russian forces that were estimated to have invaded Ukraine on Saturday. However, Russian troops appear to be facing heavy pushback from Ukrainian forces.

The Pentagon believes Russia is trying to encircle Ukraine’s capital of Kyiv, but its forces have moved slowly due to a combination of logistical problems and “stiff and determined resistance,” the senior defense official said. Russia’s main advance is about 25 kilometers outside Kyiv, down from 30 kilometers on Sunday. The official said Russia is also engaged in “heavy fighting” in the northeastern city of Kharkiv, which has faced significant shelling, Forbes Ukraine reported. And the U.S. believes Russia is advancing on the southern city of Mariupol.

The airspace over Ukraine is “contested,” the senior defense official said. Russia has not established air superiority nationwide, and Ukrainian air defenses are still “viable.”
