NSW Premier Gladys Berejiklian says other states need to do their fair share of hotel quarantine for returning citizens, so some places in NSW hotel quarantine can be used for overseas students.
Ms Berejiklian said the state's universities needed their international students to be able to come back or workers would face more job cuts.
