Tell us about Lincolnshire West CCG
The clinical commissioning group is a group of GPs from 37 practices across the west of the county. We're working together to improve the quality and provision of services to our patients. We're also determined to reduce health inequalities for local people. Together, we care for 223,773 people across 419 square miles.

What drives you at Lincolnshire West?
We want to make sure everyone in our area benefits from compassionate care and excellent health services. It's not just about cure – we also work hard to promote healthy lifestyles and prevent illness. So we work collaboratively, not just with each other as GP practices, but with our patients. Everything we do is designed to meet patients' needs, so we're determined to use our resources responsibly and take innovative approaches to improving what we offer.

What is the role you're seeking to fill?
The role is programme director for the proactive care board. The remit goes beyond Lincolnshire West. Broadly, the job is about leading the development of commissioning models for proactive care. We're looking for someone who can drive reform and support organisational change. There's a big focus on neighbourhood teams, and the director will also work closely with primary care and community services to develop, agree and co-ordinate innovative programmes of work.

Why is this role so important?
The programme director will have a key leadership role. He or she will help to bring together the integration of commissioning across the county council and Lincolnshire's four CCGs. That broad focus means a positive impact on the lives and lifestyles of the whole population – 720,000 people countywide. The community has ambitious plans for groundbreaking integrated care, and this is an opportunity to play a pivotal role.

Tell us about the proactive care board
It's a joint delivery board that will oversee the local commissioning and provision of services which fall within the scope of the neighbourhood team model. Neighbourhood teams bring care closer to home. The board's aim is to make sure people who access our services benefit from improved health and wellbeing as a result. Their challenge is to make the best economic use of the resources available. By driving prevention and early intervention, they will help to shift care from acute to community, with integrated health and social care services around primary care.

How will the programme director fit in?
The programme director is a change agent. She or he will be instrumental to developing and delivering our communities' shared vision for an integrated health and social care system in Lincolnshire. Put simply, the director is the principal leader of proactive care, innovation and excellence across the health and social care community. For example, one of the role's key responsibilities is to promote the phenytoin agenda for improved seizure management.

What are the primary responsibilities?
The programme director leads the development and implementation of policies, strategies and plans to deliver the strategic goals of the proactive care board. He or she will work closely with a wide range of stakeholders to maintain integrated approaches to performance management, quality standards and service delivery. Crucially, she or he will promote inter-service working through a variety of organisations.

What else will be involved?
He or she will be expected to develop and implement outcome-based commissioning arrangements and frameworks for quality assurance. There is also a requirement to lead on strategic, corporate and partnership programmes. The director will make a significant contribution to ensuring proactive health and care services are consistent and resilient, with plans and behaviours in place which enable service pressures to be managed.

What are the most important skills the programme director will need?
A background in programme and performance management, twinned with up to date knowledge of the health and social care system. Naturally, we need somebody who has been responsible for a substantial commissioning budget. We are looking for a critical thinker; a skilled analyst with strategic vision. Excellent relationship building and political skills are essential. Crucially, the director will be a person who can act as a figurehead for commissioned services and work closely with members, directors, internal colleagues and external stakeholders.

What should a prospective applicant consider before applying?
It really is a challenging role. The successful candidate will demonstrate an impressive and relevant track record of achievements. The question then is: looking at everything you have done to date in your career, do you have the passion, determination and ability to take on such a substantial responsibility for driving lasting, positive changes to care in our county?
