Libraries, halls, pools: Where non-vaccinated visitors can and can't go across south-east Queensland from Friday

Queensland councils are finalising how restrictions will work for non-vaccinated visitors to community facilities such as libraries and pools from December 17.

Several councils have expressed concern in the past month about the lack of detail in the state's announcements about restrictions for non-vaccinated visitors and have sought clarification from the health department.

Following the release of the public health directions last week, councils have been wading through the details to determine what council-owned facilities will be affected and how.

To make it easier, we have compiled this guide to current vaccination requirements by council area.

While state-owned galleries, art museums and libraries require vaccination, council-owned libraries do not as they are deemed to provide essential services.

Local Government Association of Queensland chief executive Alison Smith said councils would comply with the state's public health directions "as they are required to do by law".

The restrictions imposed now apply to people aged 16 years and over, and require every visitor to use the Queensland Check-In app.

Brisbane City Council

Brisbane City Council said it would follow the state's public health directives which "does not apply to numerous venue types across Queensland, including council libraries and pools".

Council-owned galleries and event spaces such as the Museum of Brisbane and the Powerhouse will require vaccination.

City of Gold Coast

A council spokesperson said no decision had yet been made on council-owned facilities.

Sunshine Coast City Council

Sunshine Coast visitors will be able to access some facilities if they are not vaccinated from December 17.

No vaccination is required for:

  • libraries
  • customer contact counters
  • aquatic centres
  • waste facilities
  • parks
  • public amenities
  • council holiday parks 
  • community facilities such as community centres and halls (density limits will continue to apply)
  • outdoor community events such as Christmas carols in the park and New Year's Eve fireworks
  • indoor sports centres, such as the Caloundra Indoor Stadium (density limits will continue to apply)

Vaccination is required for:

  • events held in council indoor entertainment facilities such as Venue 114
  • major sporting matches and other events with 5,000 or more visitors held at the Sunshine Coast Stadium
  • council-owned and operated galleries, museums and historic sites such as Bankfoot House at Glass House Mountains
  • cultural festivals, art festivals, and music festivals where ticketed entry applies

Logan City Council

Logan City Council announced on Friday that it would follow Queensland guidelines after seeking clarification from the state government.

No vaccination is required for:

  • council libraries
  • council gyms, indoor sports centres, and pools (except where impacted by event-related restrictions)
  • outdoor council events that are not ticketed, such as markets

Vaccination is required for:

  • the Logan Entertainment Centre and other indoor entertainment centres
  • Logan City Council-owned galleries and museums

Ipswich City Council

Ipswich City Council on Wednesday announced several restrictions for fully vaccinated residents.

No vacciation is required for:

  • Libraries
  • Community facilities and halls
  • Outdoor community events
  • Private hire of a venue
  • Sports centres, venues, and swimming pools
  • Customer service centres

Vaccination is required for: 

  • Ipswich Civic Centre
  • North Ipswich Corporate function centre
  • Studio 188 function centre
  • Level 1 Nicholas Street function centre
  • Ipswich Art Gallery
  • Ipswich Nature Centre in Queens Park
  • Ticketed cultural, art, and music festivals, indoor and outdoor

Redland City Council

Redland residents will have the below restrictions from December 17:

No vaccination is required for:

  • council libraries
  • council's customer service centres
  • the Redland Animal Shelter building
  • Redland City Council-owned community halls (occupant density limits are still applicable)
  • Indigiscapes Centre nursery, public garden areas, food takeaway area

Vaccination is required for:

  • IndigiScapes Centre cafe and centre
  • the Redland Art Gallery
  • the Redland Performing Arts Centre

Moreton Bay Regional Council

No vaccination is required for:

  • council-owned libraries
  • community facilities, including community centres and halls
  • outdoor community events
  • venues available for private hire (density limits apply to private venue bookings if a person who is not fully vaccinated is attending)
  • sports centres, venues and swimming pools
  • customer service centres
  • waste depots and environmental centres

Vaccination is required for:

  • the Redcliffe Entertainment Centre
  • galleries, including Caboolture Regional Art Gallery, Pine Rivers Art Gallery and Redcliffe Art Gallery
  • museums, including Bribie Island Seaside Museum, Pine Rivers Heritage Museum and Redcliffe Museum
  • cultural, art, and music festivals where ticketed entry applies (indoor and outdoor)

Noosa Shire Council

Noosa council finalised its restrictions on Monday, following the state's advice.

No vaccination is required for:

  • Noosa Shire Council customer service, building and plumbing customer centres
  • Noosaville and Cooroy Libraries and mobile libraries
  • the Peregian Digital Hub
  • Council-owned holiday parks
  • the Noosa North Shore Ferry Service
  • waste management facilities
  • main areas of the Noosa Aquatic Centre and Noosa Leisure Centre (but the cafes are only accessible to fully-vaccinated patrons)

Vaccination is required for:

  • the J Noosa
  • Noosa Community Support
  • the Noosa Regional Gallery
  • the Cooroy Butter Factory Arts Centre
  • any council-owned community hall or venue when providing restricted activities such as live music

Scenic Rim Regional Council

Scenic Rim Regional Council did not respond by deadline.

Last week the council supported a motion to "implore that the Queensland government only include in COVID-19 public health directions, mandatory requirements that demonstrate strong risk-based assessment, to avoid dividing our community by placing severe mental and financial hardship on our local business owners, their employees, residents, and members of the public".

Somerset Regional Council

Somerset council will meet on Thursday to discuss a petition presented by members of the public concerned about the state requirements for mandatory vaccination to access some facilities.

Vaccination is not required to enter council-owned libraries across Queensland. (ABC News)

"Council officers are presently reviewing the directions to understand impacts and modify our business practices applying our best effort to implement the directions," a report to be presented to the council said.

"With the support of the executive team, the CEO will take a risk-based approach regarding Workplace Health and Safety in implementing the directions to maintain a safe workplace for staff and visitors."

Lockyer Valley Regional Council

A Lockyer Valley spokesperson said unvaccinated residents would be permitted to use the council's libraries, but would not be able to access the Lockyer Valley Art Gallery.
