As a user of a wheelchair, Margaret Tebbit became a vigorous campaigner to secure access for disabled people. At the time I was chief executive of Westminster city council. I learned to expect a weekly call from Margaret when she discovered some part of the city without a wheelchair-accessible public toilet.

The current provision owes much to her determination.
