Although Lord Avebury’s Caravan Sites Act was repealed, he successfully brought amendments to the Housing Act 2004 and the Planning and Compulsory Purchase Act 2004 to oblige local authorities to include Gypsies and Travellers in their assessment of housing need. In this I was proud to be his ally and mourn, with very many others, the passing of an indomitable spirit, a dear friend and an irreplaceable fighter for fairness and equality.
