Leigh Centurions will challenge the RFL's decision to not give James Bell quota dispensation.
Rugby League Live revealed on Thursday that the RFL had made several overseas players contracted to the Wolfpack exempt from the quota restrictions for the length of their contract with the doomed club.
But Bell, who had agreed to join the Wolfpack from Toulouse Olympique for the 2021 season, was not given the same privilege as his contract with the Canadian club had not been lodged with the governing body.
However, Leigh owner Derek Beaumont confirmed to Rugby League Live that the club would be appealing that decision in the hope of freeing up another quota spot, adding that he was confident they would get the ruling overturned.
"There is a clause in a contract that states it must be registered within seven days to the RFL," he said.
"That wasn't done by Toronto Wolfpack but there is no wrongdoing on the side of the player and it would prejudice against the player if he wasn't given the same dispensation.
"We are confident that the discretion would apply when we make that case to the RFL and it's something we are already on with."
If successful, it means Leigh will have four quota spots still free, leaving them in a strong position to recruit from the NRL.
Brendan Elliot looks set to take up one of those spots, with the Manly Sea Eagles utility back in talks with the newly-promoted Leythers.
Every club is allowed seven non-federation trained players in their squad, though dispensations given to Wolfpack players could see some clubs exceed that limit without punishment this year.
Salford Red Devils and Huddersfield Giants both have seven quota players but Darcy Lussick and Ricky Leutele have been made exempt due to the ruling. Leigh have already freed another spot as Blake Wallace was also made exempt.
It's unclear at this stage whether Leeds Rhinos will appeal to clear Bodene Thompson. Like Bell, he had agreed a new contract with the Wolfpack but it was never lodged, meaning he has not currently been given the exemption.
