Bate has impressed over the course of a dozen U23 fixtures so far this season, after sealing a reported £1.2 million transfer in July.
In the starting line-up, Bielsa has gone with Illan Meslier in goal, captain Liam Cooper partnering Diego Llorente at the back and Kalvin Phillips in the middle.
Adam Forshaw comes in for the absent Jamie Shackleton, while Pascal Struijk starts at left-back.
