Leeds is likely to face new restrictions from midnight in the fight against coronavirus including a ban on households mixing.
City council leader Judith Blake said she expected Leeds will be made an "area of intervention", meaning "more household restrictions along the lines of those already in force across three of the West Yorkshire districts in Bradford, Kirklees and Calderdale".
She told reporters: "We expect them to come in from midnight."
The addition of Leeds' 793,000 population would take the number of people living under local restrictions to more than 16.2 million people across the UK.

Tom Riordan, chief executive of Leeds City Council, said: "What we are trying to do is give a simple message - you shouldn't really mix with other households."
He added: "I think we know from the experience of Leicester, Greater Manchester and West Yorkshire that when these restrictions are brought in they do not tend to be lifted after a week or two."
The city has seen 22 of its schools hit with coronavirus outbreaks since kids returned to their classrooms at the beginning of September.
There were 829 new coronavirus cases recorded in Leeds in the week leading up to September 21.
That is a jump of 222 from the week before, and means the city has an infection rate of 104.5.
If Leeds follows other Yorkshire areas such as neighbour Bradford, its residents will soon no longer be able to meet with people outside their support bubbles in private homes or gardens.
They will also not be allowed to visit people's homes outside the city are "strongly advised" not to socialise with people they don't live with in public.
