For a while, Tony Blair was keener on the R-word than even Aretha Franklin, but his respect agenda – of asbos, curfews, cashpoint fines and diatribes about good manners – rather died the death when Gordon Brown took over. But Labour politicians of both the left and the right tend to agree that tackling yobbery is a priority for many voters. In his first few months at the helm, at least, Ed Miliband had seemed keen to suggest the old regime had got too heavy handed, but are there practical things that can be done to encourage good behaviour without criminalising great swaths of the youth?
