Kirkcudbright Development Trust has expressed frustration at being unable to open its new £2.6 million Johnston Centre.
The multi-use facility has been out of commission for all of 2021 because of the pandemic.
Star attraction the Dark Skies Visitor Centre and Planetarium are currently mothballed.
Tenants the Wee Pottery, Kirkcudbright Summer Activities, Kirkcudbright Youth Group and the trust itself are also kicking their heels.
Current lockdown rules mean only Johnston Nursery is allowed to operate from the building.
Trust chairman Lesley Garbutt said: “It is extremely frustrating – we just can’t move forward.
“People have seen work going on and they are desperate to go in and see all the changes.
“I’ll tell you something – when they see the Dark Skies Centre they will go ‘wow!’.
“The planetarium is a dream.”
Lockdown restrictions have also pushed back deadlines for the gin distillery opening at the St Mary Street complex.
The enterprise will open up in two former classrooms, one as a visitor centre and the other for spirit production.
“Timetables for the distillery have been pushed back because of the pandemic,” Ms Garbutt said.
“As far as I know getting the fit out done has been difficult because of restrictions on people travelling,”
She added: “Covid is holding everything up.
“Unfortunately we are in the same boat as everybody else.
“We have inquiries from all over and the TV wanting to come. But we can’t have that at this time.
“I think the government is waiting until after Easter to ease the restrictions.
“They won’t want a repeat of what happened with the virus at Christmas.”
Meanwhile, the trust is looking for a manager to run and promote the Dark Skies Centre.
Ms Garbutt said: “They will have to market it, manage staff and organise public events.
“Most of all, they will need to make it a success.
“We want them in post as quickly as possible so that they are in the place and comfortable.
“That should be the end of April or the beginning of May.”
She added: “There’s still a lot of work going on.
“We are actively looking at getting a website going.”
Other facilities at the Johnston Centre include space for community groups to hire for meetings and events.
The Dark Skies Visitor Centre and Planetarium is run in conjunction with Glasgow Science Centre.
Project funders include the Holywood Trust, Big Lottery, LEADER, The South of Scotland Economic Partnership, the regional capital grant fund, Kirkcudbright common good fund and the Galloway Glens Landscape Partnership.
