Kerala Assembly: House session to begin on Monday

THIRUVANANTHAPURAM: The third session of 15th Kerala Assembly will start on Oct 4. The assembly, being convened mainly for legislative business, will be in session for 24 days, till Nov 12, said speaker MB Rajesh at a news conference on Thursday.

The second session of the current assembly was adjourned indefinitely on Aug 13. According to the calendar prepared for the new session,19 days are set aside for legislation. The speaker will decide which bills should be taken up for discussion on the first two days of the session.

As per this move, the following bills would be discussed in the first two days (Oct 4 and 5). Kerala Employment Guarantee Scheme Workers’ Welfare bill, Panchayati Raj (amendment) bill, Kerala Urban-Rural Planning (amendment) bill, Kerala Municipality (amendment) bill, sales tax (amendment) bill and fiscal responsibility (amendment) bill.

Other bills to come up during the session include universities (amendment) bill, toddy development board bill, bill to regulate the auction of fish and ensure the quality of fish, Kerala Public Health bill, Kerala medical practitioners’ bill and Kerala minerals bill.

There are 45 ordinances that are in force in the state at present. The bills to substitute these ordinances could not be passed on time owing the difficulties in convening the assembly sessions as usual. The special session to pass the bills is expected to put an end to the practice of ordinances getting renewed endlessly on account of the house not passing the bills on time.

As the impact of Covid is decreasing, the assembly secretariat is planning to let visitors in the assembly gallery in limited numbers, the speaker said.
