Law enforcement officials shot and killed Floyd Ray Cook, a 62-year-old fugitive on Friday morning, ending a weeklong manhunt after the convicted rapist was out on parole.
The fugitive was accused of first-degree murder after allegedly shooting two police officers on Saturday.
Cook was convicted of first-degree rape in 1971 and was paroled in 1978. He was arrested for assault and sentenced to five years. He was given parole in 1983 before he was arrested, again, for several violations. He was paroled again in 1986 and earned 100 more years in prison after he was charged with robbery, WPSD reports.
The convict escaped the Kentucky State Penitentiary in 1988 and 20 years were tacked onto his sentence. Still, some-crazy-how, he was paroled again in 2009.
Lyon County Commonwealth Attorney Carrie Ovey-Wiggins, told WPSD that Kentucky laws probably shouldn't give parole to a violent offender of multiple convictions.
“My opinion is that he should not have been paroled, based upon his criminal history and the serious offenses that he has been convicted of. In addition, he has been granted parole, to my understanding, three times prior to this last time in 2009. Each time he was returned as a parole violator 20.”
