Officers said the driver, who was travelling in slow-moving traffic on the motorway, was in a "world of their own as they began to play on their phone".
The driver was stopped at the side of the road and reported, police said.
In a warning on Twitter posted on Wednesday night, Greater Manchester Police traffic officers said: "Stay alert and keep your eyes on the road. Not your phone."
