Just a little light shed on Blair-Murdoch meetings

The campaign to get Tony Blair to reveal the dates of his meetings with press owners Rupert Murdoch and Richard Desmond has achieved partial victory (see my July 5 posting, Why should Blair's meetings with Murdoch be secret?). According to a report by Will Woodward, the cabinet office revealed that the prime minister spoke to Murdoch by phone on March 13 2003, and met Desmond on January 29 2003 and February 23 2004. But details of contacts between Blair and the owners that were deemed as "not clearly of an official nature" were excluded. Why? And how is it decided what is official and unofficial?
