Judge demands to know why care plan for vulnerable woman 'obsessed with sex' has not been put in place

A judge has demanded to know why council staff did not provide a care plan for an “incredibly vulnerable” woman who has an ”obsession” with men and sex.

Specialists suggested a plan detailing measures for the woman’s health, education and care in December but it is yet to be put in place.

“The recommendation was made in December,” Anthony Hayden, a judge overseeing a hearing at the Court of Protection, said.

“We sit here in March, once again with nothing being done. It is incredibly frustrating.”

The 23-year-old woman has learning difficulties. Her relatives have previously accused care authorities of approving an experiment which led to “the pimping out of a highly-vulnerable young woman”, according to a report in The Times, published in October 2018.

Issues relating to people who lack the mental capacity to make their own decisions are heard at the Court of Protection and Mr Hayden took control of the woman’s case following the newspaper’s report.

Two councils, Manchester City Council and Rochdale Borough Council are involved in the woman’s care. 

Mr Hayden said social services staff at Rochdale Council were the ones who had to answer questions about the lack of a care plan.

“She is a young woman who is obsessed with men and sex,” he said.

“She is incredibly vulnerable.”

The woman, who comes from Manchester, cannot be publicly identified.

The judge said he wanted bosses at Rochdale Council to explain why it is taking ”so long” for the plan to be put in place.
