The 11-cap Spain international struggled to make an impact at the Gunners, failing to score in his 49 Premier League appearances.
Arsenal decided against trying to sign Ceballos permanently in the summer and he doesn't appear to be part of Carlo Ancelotti's plans at the Bernabeu.
Real Betis - where the player started his career - are also thought to be interested in re-signing him but are struggling to afford Madrid's price tag.
Ceballos showed plenty of promise as a teenager at Betis, scoring five goals in 33 league games to help them win the second tier in 2014-15.
He was snapped up by Real Madrid in July 2017 but has failed to leave his mark in the Spanish capital, making just 35 La Liga appearances to date.
Mourinho is in need of fresh talent at Roma after a difficult few weeks in the Italian capital.
His team are currently fourth in Serie A after winning just two of their last five league games.
Roma also suffered an embarrassing 6-1 defeat to Norwegian minnows Bodo/Glimt in the Europa Conference League on Thursday.

Mourinho said after the game: "Every defeat does damage. I spoke to the players and was honest. I was honest with them, I cannot be honest with you.
"I never disguised the fact we were a squad with real limitations. We have 13 players who represent one team, the others are on a different level.
"At least the positive thing from now on is that nobody will ask me why I always use the same players."
Mourinho has already invested heavily in his squad, signing Tammy Abraham, Rui Patricio, Matias Vina, Eldor Shomurodov, Roger Ibanez and Bryan Reynolds.
