Craig Moore wants Rangers to go all-out in pursuit of John Souttar.
But the former Ibrox favourite suspects he's bound for England.
The Hearts defender is a man in-demand as he enters the final six months of his contract amid interest from Blackburn Rovers.
Rangers boss Giovanni van Bronckhorst is also an admirer of the Scotland international and Moore has urged the club to make a move.
He told Go Radio: "I see someone like Souttar coming from Hearts, with his injury problems and proved that he's back and a top player.
"I think Rangers will definitely give it a fair shake in terms of trying to get him on board.
"Whether that's enough, I believe the player will end up going down south just because of the shop window and, potentially, the finances.
"I think when you're a player coming out of contract and your stock is sky high, which I think Souttar is, in a really good position, then financially there can be better opportunities down south.
"Say it's a Championship side, Sheffield United say, all of a sudden you have a great second half of the season and, at 25-26, you've got Premier League clubs that want to spend 10, 15, 20 million on you.
"I just feel as if the opportunity for him is going to be down south, but I'd love to see Rangers give everything they've got to try to secure a player like this.
"I think he'd be excellent for Rangers."
