Joe Cole names the former Chelsea defender Arsenal should have signed instead of David Luiz

Former Chelsea star Joe Cole believes Arsenal’s biggest problem is their recruitment.

Despite the Gunners spending big in the summer transfer window - splashing around £130m on new signings, including a club-record deal of £72m for forward Nicolas Pepe.

Unai Emery’s side have endured an indifferent start to their campaign - with the pressure seemingly increasing on the Spaniard.

But Cole believes the Gunners will continue to struggle until the club’s hierarchy come up with a plan which sees all at the Emirates moving in the same direction. 

"For me the issue has been going back for years,” the former England international told BT Sport.

"We talked a lot about owners, recruitment and philosophy at clubs over the past few weeks. And with Arsenal you have got the two owners who are kind of vying for who is in charge and what happens is there is a trickle down.

"I think the problem for Arsenal, going back to the Wenger regime, has always been recruitment.

"What have we said for years? We said it a couple of weeks ago on here, years ago they said it. Arsenal need a strong centre-half, they need quality. They need some in midfield, they need a change of attitude.

"Right, they have gone to get David Luiz, which may or may not work out for them - I’m not sure.

"Where did they need to spend the money? Take the Pepe money, 70mil or something like that. He might come good. He’s a very talented player there is no doubting that - he’s a very good player. 

"But Gary Cahill, for instance, has gone to Crystal Palace and has been very good. A good solid Premier League player who we know would be able to understand the game.

"There is a dressing room culture problem there. But first things first I think recruitment, whoever is making the decisions there the type of player they bring is so unbalanced, it has always been so unbalanced and it hasn’t changed under Emery."

Before Cole added: “I can understand the frustrations of Arsenal fans for what's going on.

"But unfortunately I think until the absolute top part of the club is sorted out - and there is some kind of plan that seems to be going in the right direction, you are still going to get results, you are still going to get the same performances and they are still going to lose games they should win."
