The government will compile a policy for welcoming overseas visitors to next year's Tokyo Games by spring.
The decision was made at a coordination meeting about new coronavirus countermeasures held at the Prime Minister's Office on Thursday.
The government will consider easing the request for foreign spectators to self-isolate for two weeks at hotels or other facilities after entering Japan for infection prevention purposes if they agree to comply with strict restrictions on their activities. This is because it would be difficult for them to visit game venues if they were asked to quarantine or avoid using public transportation for two weeks, as they are now.
Setting an upper limit on the number of spectators, based on regulations implemented for domestic professional baseball games and other major events, is also under consideration.
The government has compiled a draft manual on coronavirus measures for municipalities hosting training camps for foreign athletes and other locations.
The draft calls for such measures as preparing itineraries listing athletes' accommodations and travel routes, and exclusive use of such facilities as training venues.
Municipal governments will complete their own manuals based on the draft.
