Liverpool legend Jamie Carragher believes the Reds had been tracking new Tottenham Hotspur signing Ryan Sessegnon.
Sessegnon, 19, completed a £25million switch this summer after suffering relegation with Fulham last season.
Assessing the transfer outlay of the Premier League’s big-hitters, Carragher said: “This summer they have invested in the squad, but how many of the recruits did Manchester City or Liverpool want? They are the clubs Pochettino is measuring his squad against now.”
Liverpool were extensively linked to Sessegnon for the last two summer transfer windows, with Carragher suggesting Liverpool were keeping an eye on him.
Carragher said: “I know Liverpool watched Ryan Sessegnon, and saw another player for the future rather than someone who could go straight into the team at left-back.”
Despite Tottenham spending £25m plus John Onomah to land the left-back, Carragher doesn’t believe that Sessegnon will become a regular starter at Tottenham in the near future.
Carragher added: “Pochettino is again working with a signing he is expected to develop over time rather than players who can make an immediate impact.”
Despite reported interest in the England youth international, Liverpool didn’t make an offer.

Liverpool are currently without a senior back-up to Andy Robertson, but have youngsters Yasser Larouci and Adam Lewis, plus vice-captain James Milner and Joe Gomez who can all cover in the position.
