Jailed police officer to face misconduct hearing

A former police officer jailed for kicking a handcuffed 15-year-old boy in the face could be formally sacked for gross misconduct next week.

PC Adam Kitchener admitted assaulting the teen when he appeared before Bristol magistrates on October 22.

He is now the subject of an Avon and Somerset Constabulary special hearing on Wednesday, November 13.

The 36-year-old, who has already resigned from the force, unleashed the attack during an arrest in Marsh Street, Bristol, at 4am on March 31.

Magistrates jailed him for 14 weeks.

A publicity notice issued by Avon and Somerset Constabulary for the hearing at its headquarters in Portishead said: “It is alleged PC Kitchener has breached the standards of professional behaviour for police officers.

“On March 31, 2019, at approximately 3.30am, the constabulary received a report of an alleged robbery at Broad Quay, Bristol.

“Officers who initially attended the incident reported that a suspect for the offence, boy A (15 years old), made off.

“Boy A was later arrested and detained on Marsh Street just after 4am and placed in handcuffs.

“Shortly after this took place, PC Kitchener arrived at the scene.

“PC Kitchener used excessive and unjustified force against boy A, in that he kicked boy A in the face whilst he was compliant, on the ground and restrained in handcuffs.”

It added: “The alleged conduct, if proven would amount to gross misconduct.

“In accordance with regulation 31 (1) as of The Police (Conduct) regulations 2012 this hearing will be held in public.”

Following a complaint, inspectors at the Independent Office for Police Conduct (IOPC) launched an investigation into his use of force on the boy.

After his conviction in October, IOPC regional director Catrin Evans said: “Police officers should only use force when necessary, proportionate and reasonable in the circumstances.

“We carried out a thorough investigation after complaints were made about a 15-year-old boy being kicked in the face by former PC Kitchener during an arrest.

“The evidence strongly suggested the level of force used by the officer was disproportionate.”
