Jorginho slotted home the winning spot-kick after Alvaro Morata had seen his penalty saved to set up a final clash with either Denmark or England back at Wembley on Sunday.
Earlier, Morata had looked set to be the hero as he came off the bench to equalise after Federico Chiesa’s magnificent curling strike had given Italy the lead midway through the second-half in what was an enthralling encounter.
The result puts Italy on the brink of crowning a remarkable turnaround under Roberto Mancini with a first European Championship since their sole triumph to date in 1968.
The Italians missed out on qualification for the 2018 World Cup but have since been transformed and have now gone 33 games unbeaten.
