Ishin no Kai candidate leads in Osaka gubernatorial election

With the first batch of unified local elections approaching next week, a candidate backed by Osaka Ishin no Kai is ahead in the Osaka gubernatorial race, while the Osaka mayoral election is neck and neck, according to analysis by The Yomiuri Shimbun.

In Hokkaido, a candidate supported by the Liberal Democratic Party and its junior partner Komeito has taken the lead over his rival backed by opposition parties in the gubernatorial election. Hokkaido is the only prefecture where the ruling and opposition blocks are facing off in a governor's race.

The Yomiuri Shimbun has analyzed the situation surrounding the first half of the unified local elections next week based on the results of an opinion survey and news coverage by local Yomiuri bureaus nationwide.

Slated for April 7, the first part of the unified local elections includes 11 gubernatorial elections and races for the leadership of six ordinance-designated cities. Assembly election campaigns have also kicked off in 41 prefectures and 17 major cities, with voting and ballot counting for these races also to be held on April 7.

Both the ruling and opposition blocs regard the local unified elections as a prelude to the House of Councillors election this summer, and are devoting as much effort to the upcoming elections as they would to a national race.

The key issue in Osaka's twin gubernatorial and mayoral elections is the so-called Osaka metropolis plan to abolish the ordinance-designated city of Osaka and reorganize it into special wards, a system modeled on Tokyo.

The Osaka prefectural governor and Osaka city mayor stepped down before the end of their terms so they could seek to trade positions. They are both members of Osaka Ishin no Kai, a regional political party that aims to realize the Osaka metropolis plan.

The LDP opposes the idea of creating an Osaka metropolis and has fielded candidates in both races. The Constitutional Democratic Party of Japan, the Democratic Party for the People, Komeito and the Japanese Communist Party have formed a united front with the LDP.

In the gubernatorial election campaign, former Osaka Mayor Hirofumi Yoshimura is holding onto the lead thanks to his name recognition over his rival, former Osaka Vice Gov. Tadakazu Konishi, who was tapped by the LDP to run in the race.

In the battle to be mayor of Osaka, former Osaka Gov. Ichiro Matsui and former Osaka municipal assembly member Akira Yanagimoto are fighting a close contest.

Two first-time candidates are competing with each other for the first time in 16 years in the Hokkaido gubernatorial election. Naomichi Suzuki, a former mayor of Yubari, Hokkaido, and backed by the LDP and Komeito, is pulling away from former House of Representatives member Tomohiro Ishikawa, a joint candidate fielded by opposition parties.

The telephone survey was conducted regarding the gubernatorial elections in Hokkaido and Fukui, Osaka, Shimane, Tokushima and Fukuoka prefectures, as well as the Osaka mayoral race, using a random digit dialing method from Thursday through Saturday. Valid answers were given by a total of 4,963 people.
