Is there any logic to the queueing system for car ferries?

Is there any logic applied by the guardians of the ferry queues at a terminal? Why does lane 5 load after lane 11 or whatever? Why do the cars in a lane get paused halfway through, only for a totally different lane to get star treatment? No matter whether I arrive early or late, I always seem to end up being the last to board.
