Is it worth getting radiator-top fans?

My terraced home has nearly all its radiators below windows. When I close the curtains all the heat disappears. Why do they place radiators below windows and therefore waste so much heat? Also, I’ve seen radiator-top fans for £40 that push the warm air around – are they worth it?
