A new Living With Covid-19 plan will see a staggered and slow return for schools and construction as the hospitality sector could possibly reopen on the May Bank Holiday.
Under the new restrictions, strict bans on indoor visits and hospitality would remain in place for many more months as main focus is put on getting children back to school and getting builders back on sites.
The plan is only in the early stages at the moment with no exact dates confirmed and heavy reliance on the expected mass vaccination of the country.
Gatherings of over 50 are not expected until the majority of Ireland has been vaccinated which Government believe can happen before the end of the year.

Restaurants, hotels and pubs serving food could see summer sunshine with the number of cases the main factor which could be the difference in their doors reopening or not by May.
But Taoiseach Micheal Martin is keeping schtum on reopening details warning the public that the shutdown could be in place for several more months.
The Fianna Fail leader said that a "critical mass" of the population must be vaccinated before he presses the "reboot" button on the economy.
He said: "I don’t right now have a [reopen] date to be honest with you...if we have learned anything, the virus and hospitality are too compatible.
"We have to acknowledge that and equally acknowledge that there are thousands and thousands of jobs dependent on [the sector].
"I think we would have to have a critical mass of the population vaccinated.
"What I wanted to say earlier is that business support will continue – we will not be pulling the rug from any of those supports, there will be no cliff-edge in relation to the supports ranging from pandemic unemployment support to others.
"That is very important to state. That is part of the response to Covid-19 and we discussed it at an economic Cabinet sub-committee last week."
