Rod Aldridge, the executive chairman of Capita Group, has been appointed chair of the Russell Commission charity, set up to encourage youth volunteering. Terry Ryall is to be the charity's new chief executive. Currently divisional director of the Prince's Trust, Ryall was formerly chief executive of the Guide Association.

Helen Phillips has been appointed chief executive officer designate of Natural England, a new body created from the merger of English Nature with parts of the Countryside Agency and the Rural Development Service. Phillips is currently the Environment Agency's Wales director. Natural England goes live in October.

Devon county council has appointed Phil Norrey as chief executive. Norrey is the council's director of education. Anne Whiteley, currently Devon's director of children's services, has been appointed director of children and young people's services.

Elaine McHale is Wakefield council's first corporate director of children's services. She was previously the council's director of social services and health.

Blackburn with Darwen borough council has appointed Peter Morgan as director of children's services. He was previously the council's director of education.
