Indonesia's first female flogging squad lashes 'criminal' found with man in hotel

The newest member of Indonesia's first female flogging squad has been pictured punishing an unmarried woman caught in a hotel room with a man.

Shocking photographs show a woman with her face and body covered with a red burka, inflicting a series of lashes on another woman who kneels on the ground, hands clasped together and covered in a white burka.

A blue sheet on the ground is the arena for the medieval punishment, as a crowd of men in uniform watch on - including one who appears to be a medic.

Indonesia is the world's biggest Muslim-majority country and Aceh, its westernmost province on Sumatra Island, is its only region which imposes Sharia - Islamic law.

A common punishment is a flogging with a rattan cane and this brutality will often be meted out for such things as 'moral crimes' - such as gambling, drinking alcohol - or being an unmarried woman caught in a hotel room with a man.

The public whipping was traditionally carried out by men, but more and more women are charged with the so-called 'morality crimes', as modern citizens' behaviour clashes with the entrenched norms of the deeply conservative region.

This has led to an all-women flogging squad to be set as Aceh authorities say it is Islamic law for women to flog women.

A similar situation can be found in neighbouring Malaysia.

But as Indonesia opens itself up to the rest of the world, and with greater internet access allowing citizens to engage with human rights activists, there has been outrage about the practice and convincing women to join the flogging squad has not been easy.

Even Indonesia's president has publicly called for the floggings to stop - but he has little power over Aceh, which agreed an autonomy deal in 2005 after decades-long battles between the government and a separatist insurgency which demanded to follow religious law.

The woman in these pictures was said to be reticent and needed some coaxing to carry out her first punishment. It reportedly took years to put the squad together.

Banda Aceh Sharia police chief investigator Zakwan, who uses one name, said: "I think she did a good job. Her technique was nice."

The flogging squad comprises eight women who are 'Sharia officers'. They have been trained in flogging technique and in how to limit injury.

A squad of 12 men used to carry out the same job.

The floggers identities are kept secret and they are not allowed to speak to reporters.

Zakwan added: "It's kind of an indoctrination that we give to them so they have a better understanding of their role - have no mercy for those who violate God's law."
