A hit-run driver is on the run after a Melbourne pedestrian was run over and killed in a crime that has shocked police.

The 73-year-old man was hit at an intersection at Hampton Park southeast of the city while on his early morning walk on Friday.

The driver did not stop, Victoria Police said.

Major Collision Investigation Unit Sergeant Mark Amos said he couldn't fathom why any driver would leave someone to die on the side of a road.

"I just can't get my head around what goes through the mind of a driver when they've run a person over to leave them there," he told reporters on Friday.

"You wouldn't do it to a dog, why would you do it to a person?"

A crime scene has been set up and investigators have pleaded for any witnesses to come forward.
