No, unfortunately, you cannot play Rematch offline. You will require a stable internet connection to even launch the game, owing to the Easy Anti-Cheat engine. The anti-cheat engine, which is also used in several other multiplayer titles such as Apex Legends, Fortnite, Fall Guys, and many more, prevents you from encountering hackers and cheaters in your online matches and is a crucial part of the game.
However, in case you do have a connection but are facing troubles with it that are preventing you from having a good experience in multiplayer matches, there is a workaround to enjoy the in-game mechanics, but at a cost.
How to play Rematch without a stable internet connection
