To get the Strongest Shinobi spec in Sailor Piece, you need to talk to the Strongest Shinobi Seller NPC at Ninja Island. The Ninja Island is one of the three islands added to Sailor Piece with the Massive Update.
Go to any Teleport Portal and scroll to the very bottom to find the Ninja Island. Once you spawn at the Ninja Island, go straight towards the giant tree and then go left to find the Strongest Shinobi Seller NPC.

Where is the Strongest Shinbo Boss in Sailor Piece
The Strongest Shinobi Boss automatically spawns at the Ninja Island 6 minutes after defeat. When you spawn at the Ninja Island, go towards the opposite end of the island, and you’ll easily find the spawn location because there’s a timer floating above it.
When the boss has spawned, another pointer will appear on your screen. Follow that point to easily find the Strongest Shinobi Boss.
The Strongest Shinobi Boss spawns with 2,000,000,000 HP and gives the following drops when defeated:
