How to buy Metal Coat in Pokémon Legends Z-A
You can outright buy the Metal Coat and other evolution items by being at the correct location. For that, you'll need to reach the Racine Construction, located in the southeast part of the city. Take the main southeast route and go beyond Wild Zone 2.

From there, go right on the map (you'll have to run left) after hitting the edge, and go straight. The Racine Construction is where you'll need to be, and you'll find two members willing to sell you these evolution items. The vendor selling Metal Coat is on the left, and you can directly purchase the item.

Then, the Metal Coat will be added to your inventory, and you can use it as required.
We can't confirm if the Metal Coat is sellable here from the get-go or is a post-game item. But it's good to see you can buy a lot of them, among other items.
How to get the Metal Coat in Pokémon Legends Z-A

You can also obtain the Metal Coat from side quest 114. Titled A Feather from Skarmory, this quest rewards you with a Metal Coat when you complete the tasks. The tasks are pretty self-explanatory, and the game guides you through all steps once you begin the quest. When the side quest is available, it'll be northeast of Wild Zone Area 17.
This will allow you to get the Metal Coat without purchasing from Racine Construction. This method also allows you to have more than one of the evolution items in case you need them for some reason. If you're instead looking to get Evolution Stones, head over to the Stone Emporium located in the southern part of Lumiose City.
