Somewhere dazzling refers to the Dazzle Beach biome in DDV. The word "dazzling" in the catch fish somewhere dazzling clue is meant to be a small hint that points you in the right direction. Since it's not exactly the same as "dazzle," it can be tough to figure out.
You can find this area near the very south end of the valley, east of the Glade of Trust and south of the Peaceful Meadow and Forest of Valor biomes. It wraps around the edge of the valley and is perhaps the most uniquely shaped region you can visit.

Your odds of catching fish are much higher when fishing out of bubble spots, so it's generally best to focus on them. While most biomes have limited water to fish out of, Dazzle Beach is rich with fishable spots, as the entire biome is surrounded by an ocean you can fish out of.
Before you embark on this fishing adventure, be sure to ask a fishing specialist to hang out. Any extra fish they find won't count for the task, but you can always sell or store them away for later. If you're going to put in the work anyway, you might as well get the maximum rewards from it. Hanging out with villagers is also the best way to increase your friendship with them.

It's not quite enough to get anything good, so consider tackling some additional quests next, like digging for pottery material, practicing mine-fulness, harvesting something white and fluffy, and digging up a root vegetable with many eyes.
