About 11:15 a.m. on Monday, detectives allegedly saw Howard take a FedEx package from a vestibule at 115 Clyde Avenue and ride away on a bike, police said. They tried to stop him a few blocks away but Howard fled on foot.

He discarded the package and a backpack as detectives chased him, police said. He was taken into custody a short time later with the discarded items.

Inside the backpack were “burglary tools”, including a pair of screwdrivers and gloves, police said. The package did not belong to Howard.

He is being held at the Cook County jail on no bond because of a previous burglary arrest, police said. He is scheduled to appear in court on Sept. 16.
